    It's not a matter of EA wanting or not wanting to help. Like most every other product on the planet, you need to get a refund from the entity you purchased it from - in this case Steam.

    If they're unwilling to help, then you won't be getting a refund, unless you pursue other channels like the Better Business Bureau.

While someone with a similar experience may respond, your best bet is for your sister to contact EA support directly, assuming she bought it directly from EA.
