I have the same problem, there is no savegame folder and cloud saves were disabled. It resets campaign milestones and arcade milestones, it keeps cards received, multiplayer milestones and settings.
Ye thats what happened to me, all the single player data was reset but anything connected to multiplayer was saved. Guessing thats because it was saved on their servers.
