Sounds like a feature to me. If you're strafing you don't want to immediately start running into the enemy again, or more likely you're trying to get cover/get back through a door, etc.
Yeah, I'd rather have the controls defaulting to normal rather then just keep me running forward at all times.
If a player toggles Soldier Sprint 'On' they toggled it 'On' period. Not 'On some of the time, then you have to turn it on again', thats not a choice given in options. I can see its not practical to, for example, strafe left/right at sprint speed but that doesn't explain why sprint doesn't resume when motion in whatever direction resumes. Besides sprint is automatically toggled off when player halts then resumes, shoots from hip while sprinting etc. What then is the point of even giving the option to toggle sprint when literally doing anything else toggles it off?
