Thermal Binoculars Often Don't Work

Summarize your bug Thermal Binoculars often times don't work. I'd probably say 40%-60% of the time they do not reveal enemies. This is Game breaking for a class that is already not really worth playing, now can't have any fun with it.

What time did you see the bug? (HH:MM AM/PM) 07:00 PM ... but really all night
In what game mode did the bug occur? Blast
What is your time zone? EST (IET) - GMT - 5:30
Steps: How can we find the bug ourselves? Play the game and look through the binoculars. Many times it doesnt reveal enemies
What happens when the bug occurs? You don't see anyone, then you die because there are actually people there. It is gamebreaking
What do you expect to see? I expect to see enemies revealed in white

AMD or Nvidia Model Number GTX1080. I had the same thing happen to me in Beta while on my GTX 560 Ti before I upgraded.
Probably half the time I use the specialist's thermal binoculars (un-upgraded), they don't work. I've looked straight at enemies, visibly seen them through the binoculars, but they don't show up white/highlighted, making it actually very hard to see them if the tags don't pop up. This happens a lot where you are looking towards the enemies and regardless of if they are behind cover or not, they are not highlighted in the binoculars. It was exactly like this in the Beta, then it seemed to be mostly fixed, but after the last patch it seems to be reverted back. Not that the specialist was really worth using to begin with, but this is game breaking for those still trying even with all their disadvantages. I've used them to look through doorways, see no one, and open it to reveal someone standing there waiting for me.
