Visual Glitches on Many Hero Skins

What happens when the bug occurs? Some parts of most hero skins go missing, creating some nice outfits for most of the heroes in the game
What do you expect to see? That devs focus fixing things more serious then these first, and only then look at this (or not look at all, as it's fun and doesn't interfere with the game). BTW, some of these "secret" skins look nice,a nd with a bit more touch could become very nice skins to buy ingame.

This BUG is harmless, it only shows to the one who triggers it, other players will still see the skins as normal. It doesn't interfere with the game at all, so please devs, don't fix this before fixing the annoying BUGs first.
I still don't know if this works on Console, so if any console player experienced this, please share it here. And also try the method I provided on any console to see if you can trigger it too.
EDIT: I've seen evidence of this BUG happening on Consoles. It seems harder to do, but it's doable!
