Bad connection to server, Lag spikes up to 1000m/s every few minutes

Still no feedback on this months old  issue. Ran network performance overlay during game  spikes every few minutes, usually when another player attacks you, locks up then you die .ping sits at a constant 36ms apart from these spikes connecting to euro servers from UK. Definitely not my connection, played BF4 with network overlay running, connecting to a German 3rd party server, constant 31ms no spikes in the ping whatsoever. Not a hardware issue either, i7 3770k, r9 sapphire 290 tri x 4GB , 8 GB ram, ethernet connection, all drivers up to date, ports forwarded, NAT open, wi-fi disabled, cache cleared, traceroute to EA no issues. happening to console and PC users for months .

What on earth is going on? why no technical  help?
