Fallen Order - Zeffo - Weathered Monument: Turbines off, no wind gusts

I am trying to 100% Zeffo. The first Echo in the "weathered monument" area ("hideout") needs you to get up a wind gust into a wall run high up (https://www.youtube.com/watch?v=2Tvt4IXLnZk&t=504s). Problem is: For some reason the wind gusts aren't there, they seem to be offline. Is this a known bug?
