Jedi Fallen Order (Steam) "You don't have access"

I purchased Jedi Fallen Order on Steam, but when I launch it, it loads the EA app, then gives the error message that "You don't have access" and something about it being on a different account. After some research, this is an EXTREMELY common occurrence with no clear workaround.

Some things I have tried. with no success:

Restarting the EA app

Clearing the EA app cache.

Uninstalling the EA app and then letting the game reinstall it next time I launched it.

Rebooting Steam.

Rebooting my PC.

Unlinking my Steam account to EA and then re-linking it.

I only have one EA account, and I do have other EA games on it (most recently EA Sports PGA Tour, also on Steam). This title seems to be having this issue alone.

What's the solution guys? This has been a known issue for over 2 years now. The only thing that HAS worked has been to refund the game through Steam. I may give it another chance in the future, but not if this can not be resolved.
