Strange, I did have the ability when I entered that area. Not sure where it did go wrong here mapwise (and where they should fix it).
Thought, these types of issues are pretty annoying as you simply cannot progress further. Maybe they could create a button to let you go back to the ship if you're stuck somewhere.
I've seen multiple issues around here that could be solved by such a button.
For now, though, I would try to find a workbench in the area you currently are and hope that the game is smart enough to grant you the powered zipline ability. If nothing triggers then I sadly think there is no good solution to this currently. (the only one is to completely start over).
