@marcjab007 @selinth thanks for your report guys. I have encountered the same issue (stuttering for a minute or two) and it helped on my system to close some not needed background processes. Could you please check if turning off any kind of not needed application (Steam, Skype, Updater such as Adobe or MS Office updater in the taskbar etc.) helps to solve the issue? Just enter your taskmanager and disable any application you don't need at the moment.
Cheers

Shutting down some un-needed processes seems to have helped with the issue. Upon first joining a match, however, I still get a couple of seconds of stuttering but then the rest of the match runs smoothly even when I turned up the quality presets.

How is your CPU usage?
I had the same problems/symptoms, and my CPU usage was at 99% all the time (eveny after I quit the game!). Must be some kind of memory leak or infinite loop.If your CPU usage is too high, and you have lots of DsmUserTask.exe Tasks running, this fix might help you:
Kill the svchost.exe with the Process ID, that started the DsmUserTask.exe processes.
By running taskkill /F /IM DsmUserTask.exe /T you can kill al the DsmUserTasks.exe. It also shows you the Process ID of the Task that started those. In your task manager go to the details-tab, sort by PID, and search for the task with the corresponding PID - should be a svchost.exe task. Just kill it and you shoud be fine. CPU usage immediately went down to normal for me.

@Sumofliege I will try to reproduce your workaround as soon as I am home, as I don't have that issue on my office PC but it would be really interesting to know if that helps one of the guys here in this topic. Thanks for sharing btw!
