low gpu usage, high cpu usage (is this game gonna ever get optimized???)

so i redownloaded the game yesterday due to the  new content that has been added which is greatly appreciated.

but it would be even more APPRECIATED if the game actually got a performance patch update... it has been terrible since it came out and its still  bad!

i still dont understand how my gpu is always or almost always hovering  around 50 or below gpu usage , when the cpu is almost always maxed.

gtx 980 4gb

ram 12gb ddr 1600

windows 10 pro

SSD crucial 512gb

also dont come saying my system is "below" cause ive seen videos  of people playing this game just fine with similar systems.

for the record i dont play over 1080p i play on 1366x768.
