I was having this same issue on 18-Dec-2019. The solution, as another posted in this thread, is to rapidly SPAM the Z-key (or the left mouse-button) rather than HOLD the key/button as was introduced early on in the tutorial. The tutorial for PC should be updated to indicate you should spam (rapidly press and release) the Z-key and left-mouse button rather than hold them steady (e.g., to break out of webs or wherever those actions were first introduced to the player).
