Not So Fast achievement doesn't unlock despite meeting its condition

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1) Launch SW Jedi Fallen Order on Steam 2) Purchase the skill Empowered Slow 3) Proceed to slay 25 enemies with a mouse & keyboard (2 to slow, left-click to kill) or a gamepad (RB to slow, X to kill). 4) Note that the achievement doesn't unlock on the Origin layer or on Steam.
What happens when the bug occurs? The Origin achievement and Steam achievement Not So Fast doesn't unlock despite meeting the conditions explained in its description. Either the description is incorrect, or the unlocking doesn't work.
What do you expect to see? The Origin achievement and Steam achievement Not So Fast should unlock when meeting the conditions explained in its description.
Adding achievements on Steam was a nice move, but I can't figure how to unlock Not So Fast. I've slowed+slayed dozens of troopers yesterday with the mouse & keyboard, and today about 30 more troopers with a gamepad (RB to slow, X to kill). Yet it didn't unlock. I've unlocked another achievement yesterday, so I'm not sure what's the issue.
Note that my character rested several times during the killing.
An idea: the fact that it's very rare (only 0.2% of the players of the game on Steam have it) could mean that the condition to unlock it may be different than the condition mentioned in its official description, which would make it pretty easy and pretty common: "Defeat 25 enemies while they are under the effect of Empowered Slow".
