If I was you guys, I'd be furious. I'm using my older Hori FS3 on PC and it works OK other than having to use Joystick Gremlin to get it to recognize the throttle (I was furious, LOL. 10 hours wasted on Day 1). These are my settings, in case it is helpful, which it probably won't be:
There is no option for a joystick gremlin on PS4 as far as I know. Also unless the gremlin tricked the game into recognising the Hori as a HOTAS the throttle problem would persist.

What happens if you switch the stick to Flight mode?
This is an xbox manual, but there should be a switch that causes the throttle to be seen as an axis, and disables the analog stick on the top of the flight stick. That's how prior iterations of Hori HOTAS function:

Edit: from an Amazon review:
"The latter one is quite problematic. According to the official HORI instruction manual you are supposed to choose throttle switch Setting 1 when you want to use the throttle for acceleration and deceleration of your jet fighter, but in my (particular?) case that only did work in Setting 2."
(I think this might be a PS3/PS4 switch on yours. If it only works on PS3 then yeah, you're screwed)
From what I gather, that means Setting 1 is most likely what you're looking for (the opposite of what works for AC7, as the Xbox manual seems to indicate). You'll need to remap the throttle, of course (and probably all the other movement controls).
Let me know if I've solved it.

Obviously there's no JG, but what actually happens when you throttle up? Just curious. If you want to spend the extra $80 a CronusMax Plus should work. I have one and used it so I could use my Hori on Xbox Ace Combat. It's basically Joystick Gremlin in a USB dongle, for want of a better term.
Edit: Of course, you shouldn't have to, but if that's what it comes down to, it's better than nothing. It's absurd that support for an official peripheral wasn't built in from Day 1.
