Same with me. Started sometime in April, but it wasn't intermittent for me. It was broken before the May update. After it started, I have not been able to purchase any hutt contracts since. I have rebooted the PC several times since then. That didn't help. I have not tried doing a repair yet. I can try that and report back.

EA Help didn't help. They asked me to disable origin in-game, anti-virus, firewall, etc. But none of that worked. Haven't heard back from them in several days.
Just wanted to officially close this out saying that EA Help fixed my issue. I can now purchase Hutt Contracts again.
