TapouTony420 is correct, that is the new combat roll feature. Unfortunately, the animation is glitched so when other players use it (anyone but you) it looks like they're just sliding side to side quickly, when in reality they're just using the combat roll. This should be fixed in the next patch when Outer Rim releases to all non-season pass holders.
