Season's Pass - No Players, Can't Unlock Content That Requires Game Modes
This is a frustrating issue, but the title sums it up. There are not enough players to start a match in game mode. For example, Sabotage game mode is required to unlock these:

Sana's Legacy - EE-4 - 3500 Credits - 30 Kills with the EE-3, 3 Blaster Rifle Streaks, 10 Generator Defense Events

Lando's Hand - X8 Night Sniper - 3500 Credits - 15 Kills with Lando, 5000 Objective Score in Sabotage, 10 Blaster Pistol Headshots

Security - Shock Grenade - 3500 Credits - Arm 5 Generators in Sabotage, Disarm 5 Generators in Sabotage

Rangefinder II - Scout Binoculars - 8000 Credits - Mark 50 Enemies, 50 Kills as a Hero in Sabotage
However, after hanging out in the matchmaker for about 4 hours now, I've only twice been able to get on a server with enough players. Most of the time, I'll find a empty match and a player will join the queue, then leave.
I only play games for 5-6 hours a week, I don't have time to sit in the queues hoping people will join.
What can be done about this?
For EA support, my case number concerning this is 27174638. It was a waste of my time, and I was just told to post here.
