Yes, some players with better PCs might also still experience issues with SWB - no game is perfect. However, we can still perform some troubleshooting with them, if they meet the minimum requirements. If the game itself was the problem, probably no one would be able to play it at all.
I'm afraid that there's not much we can do in your case. You've already tried some tweaks and unfortunately they didn't help. Like I mentioned before, there are so many GPU and CPU models on the market, that it would be impossible for us to support them all. Hence, we always check if customer's PC meets the requirements. If not, we cannot guarantee that game will launch ☹️
