Vader's cape and Emperor's Cloak glitch

whenever i am Darth Vader/ The Emperor their Cape/Cloak keep clipping into the character when i'm not moving and when i start moving the Cape/Cloak travels behind me.
when i move the cape and cloak move really choppy compared to everything else as well
i have even tried uninstalling and re-installing the game to fix this issue
i bought/downloaded the game on Disc for PC
please help it gets really annoying
