Caij not giving more bounties

I'm stuck at 14/16 bounties and have completed all collectables and I'm only missing 2 achievements. I went to the locations where the bounties would be to maybe trigger the event and nothing happens. Moran also wont talk to me no matter what I do. I've completed all other planets to 100% accept Koboh because of this game breaking bug
