Enemy health bars still show with HUD turned off

I’ve noticed the enemy health bars seem to be inconsistent. I am playing with the Hide Hud option enabled, so most HUD elements are hidden.

However, when it comes to enemy health bars, their visibility is inconsistent. Some enemy health bars still show while others don’t.

First image is a fight where no health bars appeared. Second image is a fight against creatures, health bars visible.

This seems like an overlooked bug as there seems to be no way to fully hide enemy health bars. This is annoying that enemy health bars can’t be completely turned off.
