I am surprised I don't see more people posting that this is not working for them. It's been going on for weeks, and I would have thought this is a pretty fundamental force power to use.
Either people don't use it as much as I thought, or it's working for most people.
I found a workaround on PC...
If you go to Abilities in the menu, you will see Slow is unbound as shown below.
Click on F (Controls) to go to the window that allows you to bind keys.
Here you will notice that Slow is unbound on the controller, as shown below.
You need to plug in a controller and bind one of the buttons, then unplug the controller.
When you go back to the Abilities window, you will notice your keyboard button (4 for me) will now show as the button for Slow.
Now, you can use Slow in combat (after the meter fills up). Next to the meter, it will still say "Unbound", even though it now works.
Clearly, this is an example of how the game was developed primarily for controller.
