Forward Control Tower lift not appearing after bounty job

Looks like this has been an ongoing problem, basically since the game came out and they still haven't fixed the issue.

After Completing the Bounty Hunt for Jo the Cannibal, the lift that you can grab onto no longer appears and it will not allow you to fast travel to the Forward control tower meditation point.

This is by far the furthest i've been able to make it in the game until a glitch made it impossible to continue. Most were game locking glitches around Dagen Gara. Now I'm just trying to finish all the collectables and cant because, surprise surprise yet another glitch. EA this will likely be the last of your games i buy, i'm tired of having to restart games simply because your staff is either to lazy or to incompetent to debug a game before releasing it.
