Game stuttering and not responding to controller input

Yes, your fix is the same for prior games built on the same engine. In my experience on PC you either play with keyboard/mouse or controller, not both.

Please reply back. I'd like to know if it's now possible to play with controller and keyboard/mouse plugged in at the same time.
