NG+ all bounties unlock as complete

Summarize your bug Completed Chapter 3 and unlocked the bounty hunting but the game is telling me that all bounty hunters are dead and I randomly find bounty pucks
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Start new journey plus play through chapter 3 after complete if it look at bounty menu
What happens when the bug occurs? Unable to kill any of the bounty hunters since it says all are dead
What do you expect to see? Was expecting to complete the bounty Hunter mission for additional boss battles and the achievement
