NG+ Stuck at 99% Completion

Summarize your bug I have a 100% completion save which I used to start a New Journey+ from. Yet when I finished my NG+ save and filled in all the planet maps to 100% again, the save is stuck at 99%.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Start a NG+ while having progress in Phon'Qi Caverns
What happens when the bug occurs? Completion % gets locked.
What do you expect to see? I expect to see completion reach 100% but with a bugged treasure number it is impossible.

The only thing I can think of is Phon'Qi Caverns treasure being bugged saying there are 7 treasures, when there are only 6, but one gets added automatically when you enter or one counts as 2 or something. So my base game says 31/31, but my NG+ is stuck at 30/31. Leaving a fully completed game stuck at 99%
