Often times launching with high RAM usage

I play on pc and don't know much about pc's but I can look at Task Manager and see that about 60% of the times I launch the game my memory usage skyrockets and my whole pc lags. The game uses 62% of my memory and 26% of my cpu just on the main menu. Loading into the game feels like I'm playing a game in stop motion, jumping clip to clip.  Also, the game refuses to shut down when I quit to desktop. I have to use task manager to end the task quite often, normally around 10 minutes after having tried closing the game and it closes the window but leaves it running in the background.
