Progress blocking bug at Observatory Understructure

There is a part in the story mission where you have to shoot an electric dart using BD visor. Then navigate around the structure to shoot Koboh matter to burn an obstacle. The problem is that the BD visor won't switch from electric dart to Koboh matter.

I have tried closing the game and opening it again, verifying the files on Steam, and some other in-game methods to fix this problem. Nothing has worked yet.

If anybody else has faced this issue, I would appreciate the help.
