The first area you access once unlocking the garden has a serious bug. I removed a plant that covers 3 hexes, but now those three spots are empty yet cannot be planted with a new seed. Because I cannot actually fill that gardening area the remaining area is still locked despite every other spot (all 3 areas near Pili) having plants fully grown. Pili will not interact with me, saying only come back later or similar. All plants are matured and fully grown but those three hexes are bugged; therefore, I cannot actually get the final area unlocked and cannot access the BD-1 upgrade (clearly shown on my map as an upgrade).
