Secondary Next/Prev Key Rebinding Inconsistency

Summarize your bug Secondary Next/Previous key rebinding does not work in all scenarios, usually just being ignored entirely.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Rebind the "Secondary Next" and "Secondary Previous" options in the "User Interface" section of the key binding menu .
What happens when the bug occurs? It appears that if you rebind "Secondary Next" and "Secondary Prev" from "2" and "3", the binding will simply be ignored in some contexts (photo mode raise/lower camera, saber preview screen at the workbench) and *only* the original 2 & 3 keys will work for those functions. To clarify: while this does not appear to impact every application of the secondary next/prev function (alas, I cannot remember the place I saw the rebound keys being applied correctly), the affected functions do mis-apply the binding 100% of the time.
What do you expect to see? Uniform adherence to the keybinds the user specifies.

Additional to the above, this is through Steam/EA App using a keyboard & mouse with no controller connected, though I suspect this issue to be fairly universal judging by the other keybind issues we're seeing.

Further, though it does not play a critical factor in the above bug (the bug still occurs when other keys are used in place of 2 & 3), I suspect the game hard-binding certain functions to the "1" key may also further compound the issue, were that key to be used. I'd subsequently expect that a fix to expose the currently-hidden bindings that are applied to the "1" key, and allow the user to alter them properly as well.
