Skriton doesn’t appear in Halls of Ranvell

On my Journey Plus play through, the Skriton does not appear when I drop down into the cave in the Halls of Ranvell. Only after defeating the Skriton does Merrin attach a grapple to get out of the cavern.

I’ve already tried quitting and re-loading the game several times. The first time, Merrin was not next to me when I drop into the cave, which seems to be needed for the cut scene to begin. The next times, Merrin was in the cave but glitched and standing completely still.
