Stoney Spires puzzle: no wind from third vent

Summarize your bug I’ve destroyed the Koboth matter in the last spire but there’s not updraft coming from it so I’m stuck without being able to progress to the last part of the settlement and further the story. I think this might have happened because I had the second laser directed at the same spire so some way it destroyed the spire but the mission wasn’t enough far along for it to put the updraft when it happened. I’ve tried restarting the game multiple times but that does nothing since the Koboth matter is still destroyed but the updraft isn’t there.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? In the mission research “Tanalor on Koboh” point the second laser towards the third spire before you unlock the third laser.
What happens when the bug occurs? The Koboh matter blocking the third spire disappears but the updraft doesn’t appear. This means you’re locked out of the last part of the settlement without having any form to access it. Meaning you’re locked out.
What do you expect to see? For the updraft to appear automatically when the Koboh matter is destroyed.

Steps: How can we find the bug ourselves? To find this bug you have to point the second laser toward the third spire, before you unlock the third laser and leave it pointing there when you unlock it.
What happens when the bug occurs? The Koboh matter in the third spire is gone but the updraft still isn’t there, meaning I can’t progress to the last portion of the settlement.
What do you expect to see? I expect for the updraft to appear automatically when the Koboh matter disappears, or at least for the Koboh matter to reappear so I can destroy it again.
