Terrible texture streaming degradation since two years ago

I see there are other topics, but since it's been 9 months since the last reply I could find from EA, I'm making another topic.

Anyways... I don't know which patch did it (likely Patch 9 based on others' reports), but since I last played two years ago, this game looks like utter crap. I have well above the recommended specs, and the same GPU that I was using two years ago when the game looked perfect, but now it's like the game has forgotten how to stream textures entirely. It will switch in and out (mostly out) of high quality textures, looking like play-doh most of the time. It's particularly noticeable on ground textures, but everything looks like crap at times.

What happened to the game? How does something that fundamental get screwed up this badly, especially years after launch, and still remaining a year after it was brought to their attention? This is hotfix material, not just 'let it sit and rot'.

If this is the quality I can expect from Respawn with EA, I don't think I can consider buying any more from them in the future. Simply unacceptable to let this be an issue for so long.
