Yeah, I've noticed some weirdness in that key binding screen as well.
You need to make sure the focus is on the correct button on the screen. Unfortunately, it is not always obvious where the focus is. I found I need to use a combination of tab and arrow keys to get to one of the open slots to bind a key.
