When looking at the home screen and opening cutscene there are red dots all over and everything is glowing white. Is there a way to fix this

I don't have a way to get a dedicated graphics card, i never had this problem with Jedi: Fallen Order
That DXDIAG report suggests you do not have a dedicated graphics card, which, per system requirements, you need to play this game.

That could be a bunch of different things including bad video cable, bad port on the video card, bad port on the monitor, bad driver, etc.
I suggest you post a DXDIAG report, so we can see what you've got going on.
Also, try a different port on your video card and monitor and try a different video cable.
