Unfortunately there is no specific time frame. It's really been just as soon as they can. Depending upon the issue average time is 2 - 4 weeks but I've seen responses sooner and later for some people.
You can try to call them and request an expedite or escalation. It may help get a response to it sooner but since you've waited this long anything helps at this point.

Hi, I appreciate the answer, but calling them really isn't a solution, especially since they state that they cannot help with ingame issues. I just really don't understand the problem, every other MMO out there manages to at least get a response to a ticket out within a week, and SWTOR support is only for subscribers, which should actually cut down on the amount of tickets they have to handle.
As a matter of fact, as a customer who spends money on the game every month, I do not feel appreciated at all. To me, it feels like they either have way too few people to handle support, or the people who are handling it are simply incompetent. I am sorry if this comes off as insulting, but in all the years of playing SWTOR, I have never once recieved a useful answer from support. But at least, until now I would get some sort of answer within a week or so.
