You need to login on the EA account that uses the same email that is on your swtor account and reset the password , that will restore purchasing on that swtor account.
steam purchases made whilst the EA account is disabled need to be emailed into support per the sticky https://answers.ea.com/t5/Technical-Issues/INFO-Steam-Purchase/td-p/9356718/jump-to/first-unread-message
Once you fix that EA account then any future purchases will work as intended
