Bad view distance and animation frames
Hey with the 3.3.2 update the view distance and animation, did take a big hit. Npc and items are popping in right next to you. Even items that you need to loot, will only pop op when you are next to...

Having the same problems. They started for me last night when I logged on to play. I kept thinking I somehow had too many windows open, or somehow something else bit was running in the background but nothing was. I'm not sure what the deal is. I normally average 50+ fps, but it's sitting at max 20 while standing still in my ship. But no matter where I go, it doesn't get much higher. i'm not going to play with it like this.
Shame since this is the last week of 12xp. I hope they get it fixed. Trying to finish off two more toons. Very disappoint atm.

This is a different issue discussed in this thread, the issue is to do with the draw distance of ingame items and NPCs appearing at a short distance and their animations
Reduced fps in the ship , can you start a new thread and post a dxdiag and mention if you have monitored temps of the CPU and GPU and what they are initially.
