I tried it twice, running the launcher as administrator, directly from the folder, and not from a short cut.
However, both attempts I made resulted in blank server screen.
I am still using the non-streaming launcher, do you think this makes a difference?
I find non streaming is best , its what I use here too. double check again that there is no compatibility being used at present.
You mentioned ports on the modem firewall ? if there is any manual port forwards for these ports for swtor , remove them, at this stage test with uPnP enabled in the modem.
This will open and close ports as needed by any applications on the computers in the local network.

Given you are also using the non streaming launcher , keep the system in a clean boot for now as well

I am not sure I understand all the steps for this set of instructions. This is what I did:
Checked that uPnP is enabled in my network settings.
I have no ports forwarded on my machine.
The router is still set with the ports SWTOR T2 CS requested be set open.
I double checked compatibility and administrator rights again on both the launcher and swtor.exe - both matched in having no compatibility selected, and administrator rights were checked.
I rebooted to clean boot and tried to launch again as administrator from the launcher program, still came up as a blank screen.
I also ran speccy and sent you the report via PM.

What router do you have ? trying to understand how they got you to configure all these ports open in the router firewall.

The router is a Belkin N150.

Thanks for that , what sort of internet connection do you have ? are you able to bypass this router to test with ?
That is a very old router , this is a review on it if your interested. I would recommend updating it is worthwhile for performance and stability.

Does this look like the page they got you to setup for the ports ? if so this is port forwarding , I would remove these settings if more then one computer attached to this router wants to play swtor.

We tried port forwarding previously and it did not work, so we removed all the settings and it doesn't work then either on my computer. ☹️

Have you tried connecting this laptop directly to the modem (presume you have a separate modem) just to be certain it isn't router related ?
I also presume there is a firewall on the modem ?

The real easy way to see if this is something on the laptop or not , is if you can connect to someone elses net connection and see if it is still the same.
I owned a Belkin once for about 2 hours 😇 if can do a test on a different network it will confirm where needing to look.

I have no issues playing swtor on my husband's laptop. He is also hardlined into the router. We've swapped cords, and changed ports. No matter what, my laptop still shows the blank server screen, while on his laptop I can log in without issue.
This leads me to believe it's something on my machine, I'm just at loss as to what.

Just want to 100% confirm before looking deeper into your laptop.
swapping cords and ports, DHCP leases for example wont change automatically, hence if can connect to another network with the laptop , it eliminates a number of variables and if it persists will point the finger just at the laptop.
If you can PM me the speccy ( run the report when the game is running it will capture the swtor ports being used ) would be great. (it also displays the WAN address hence why I am not asking it to be posted here).

I've PM'd you the report.
This is a sublet so we have no ability to replace the router. Inability to adjust the modem and router will be an issue for me in the future too as we live in hotels and corporate housing due to work.

I have all the same problem with Lenovo TouchPad 2 14D.
And have another PC without any problem with SWTOR at the same time.
Any solutions?

If your sure its not a firewall issue
One of the first posts in this thread was about compatibility modes, try setting XP SP3 , has to be on both exe files.

Reinstalling would be unlikely to affect what ever is causing this, if another system on this network is ok then it is likely that system, but it doesn't hurt to test a different connection with say a mobile hotspot just to be sure it not a weird issue with the router and way it handles routing.
Generally have seen firewalls do it , even windows firewalls not being set to private and public for swtor.exe for example
Have also seen where if a compat mode was set to launcher.exe and not swtor.exe result was no server list as well.
Post a dxdiag per link so can get a better idea of hardware if it is persisting.
Hard to trouble shoot remotely but happy to try and help.

C Drive is getting tight on space but i guess you know that
This 2016 amd video driver should work on that laptop (link) , yours is 2014 version. (unrelated to server lists).
If you try the compat mode for XP Sp3 , also try setting Win 7 even though you are on Win 7 strange as that may sound. remember needs to be applied to both launcher.exe and swtor.exe identically.
Also This link should be your system for lenova drivers (Link) has newer bios etc
