Reinstalling would be unlikely to affect what ever is causing this, if another system on this network is ok then it is likely that system, but it doesn't hurt to test a different connection with say a mobile hotspot just to be sure it not a weird issue with the router and way it handles routing.
Generally have seen firewalls do it , even windows firewalls not being set to private and public for swtor.exe for example
Have also seen where if a compat mode was set to launcher.exe and not swtor.exe result was no server list as well.
Post a dxdiag per link so can get a better idea of hardware if it is persisting.
Hard to trouble shoot remotely but happy to try and help.

C Drive is getting tight on space but i guess you know that
This 2016 amd video driver should work on that laptop (link) , yours is 2014 version. (unrelated to server lists).
If you try the compat mode for XP Sp3 , also try setting Win 7 even though you are on Win 7 strange as that may sound. remember needs to be applied to both launcher.exe and swtor.exe identically.
Also This link should be your system for lenova drivers (Link) has newer bios etc

Well, I have a newer drivers for video, and nothing changes with SWTOR. I'v tried compatibility

Remove any compatability settings from the game shortcut, launcher.exe and swtor.exe (all 3) , while doing that tick all 3 to run as administrator though.
Remove any listing in the windows firewall for swtor , then re-add the following exe files to the firewall exception list and give full inbound and outbound rights on both private and public networks.
Launcher.exe at C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic
brwc_swtor.exe at C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic
Swtor.exe at C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor\retailclient
If Windows defender is running do the same there as well.
