Might be related to the country ? Russia and Belarus for example are unable to purchase via EA

If you added the card directly in the EA account and not the swtor account billing section, the funds may be in wrong EA account
the linked ea account would use the email used to create the swtor account, if you later change that email to match another email used on another ea account there is no linkage even though they are using the same email address
