By passing Steam

I live in the States. I have a friend in Germany. Steam no longer will accept me buying games or add ons from their site to send anything from my Steam account other than a (Steam Gift Card) to his. Not so long I could do this, but not now. If I wanted to purchase Cartel Points and send this to him I could with no problems. Now Steam says it's a Regional thing. From what I have found, it's that Paypal and Visa and Mastercard are blocking these payments. Can I buy Cartel points on this site and still be able to send them to his SWTOR?

I’d stick to gifting options that match your friend’s region, since cross‑region buying is blocked. If that doesn’t work, sending them the money directly is usually the simplest workaround.
