I have seen browser extension affect the launcher, but haven't seen this particular issue before , hence offering suggestions for testing
worthwhile disabling all browser extensions as a test as well

"Guess Try going back to 16.12.2 ?
Running on default DPI etc"
I did this. No success. Yes, default DPI.
"worthwhile disabling all browser extensions as a test as well"
Tried this as well. No success.
However, I did find out something interesting. What it seems like is happening is that the input IS working. The issue is the window is simply no animating. I was able to click the body of the window, hit "end" on the keyboard, and do the minimize and restore trick, and there was a different result. I could see the bottom of the text in the window. Clicking "Accept" caused it go to the next window, which I could see if I did minimize and restore. Finally, I did it again, and the 2 check boxes were visible at the bottom. I was able to click them and "Accept" and the window changed. I am now on the downloader, but I still cannot see progress without doing a minimize and restore.

'Read Only' Issue as the End Licence Agreement is on the PC????
Pretty sure I had a 'turn off read only' step in my guide..
/fingers crossed it's that simple for a fix.

It is updating; pics attached. I can only see the progress by minimizing and restoring over and over though. This is not really a "fix," but a workaround. This window should be animating and EA/BioWare really should know about it.

Thanks for the input; however, nothing even existed in this folder for me.

It is bizarre behavior and i cant recall anyone having similar before
Given your the only one reporting this at present , there must be something local as the cause, what is the question.
If you come across anything would be great to post here to help others in the future , otherwise if I think of something will let you know as well.
Check all optional updates have been done for .Net and C++ , other then that the launcher uses the chromium framework hence browser like behavior

Actually this is an old thread relating to chrome, but given the launcher uses the chromium framework
similar the link mentions - a web page will appear to display correctly, but is “frozen” and will not scroll.
try updating or disabling flashplayer
