Cannot continue Sith Inquisitor Class Mission on Voss

I am supposed to talk to an envoy on the Voss Orbital Station however he just isnt there. I tried logging in and out of the game as well as exiting the instance and closing the game completely. Kinda a bummer that I cant continue, is there a fix or has anyone even experienced this?

Is your character high enough level for Voss ?
