Are you on the mission Leaving Dromund Kaas, and if so, have you tried boarding your ship from Dromund Kaas Spaceport? It may require you to do that to progress the storyline before it unlocks everywhere else.

... Hrrrgh... I feel so dumb now ☹️ I completely skipped past the hanger on Dromund Kaas to access it on the fleet 😞
