I tried also everything and nothing worked. Just by coincidence i figured it out and i want to tell you guys, maybe it‘ll work out for you as well.
i bought an HP Victus with AMD Ryzen 5000 series 7
with win 11 and i deleted the current installed microsoft visual c++ 2015-2019 redistributable x86 (i think it was 14.50. something like that
and installed the one which came with swtor: microsoft visual c++ 2015-2019 redistributable x86 14.24.28127
And i passed through login and could start the game without any problems
