Hello.
I am also having this issue.
Now when Legacy of The Sith came out, I thought I'd game some SWTOR again.
However it just says error when I try to buy either the 60 day non recurring or when I try to buy the 30 day subscription.
"There is an issue with your Electronic Arts account which will prevent SWTOR purchases until resolved. Please contact customer support (https://help.ea.com/en-us/help/star-wars/star-wars-the-old-republic/swtor-support) for further assistance."

I tried to reset my EA password, that did nothing. I do not have SWTOR via steam.

support see no account issue , try the usual troubleshooting remove and re-add payment option, check with payment provider, use different payment option, call support if it persists.
Ok thanks, now it's working. I don't now if it's connected but today I tried to subscribe and it didn't work and after I uninstalled a translator extension on Chrome that my antivirus reported as trojan, and after that my SWTOR subscription has activated. Maybe it's just a coincidence.
