when a swtor account is disabled for purchasing , no gametime will add to that swtor account , for the steam purchase you will need to email per https://answers.ea.com/t5/General-Discussion-Technical/INFO-Steam-Purchase-Not-Working/td-p/9356718/jump-to/first-unread-message
have flagged to check the account . response will be in about 12 - 13 hrs when support are online here next
i have sent this email to them with the information requested and why would my account be disabled?

I have the same problem, tried to return to the game but I can't subscribe to SWTOR.

when i checked they also could not see an email from the email address used on your swtor account , so best to resend and check they have it when you call to fix the account
i still dont have my subscription even after providing the required information that shows account info my steam info and transaction info 5 times now from the browser and my steam client

Support have added the gametime
If not done so yet you need to cancel the swtor subscription in your steam account , it can be purchased again when this gametime ends
