Tbh I'm not very strong in scripting or editing files of such type. Plus I'm not native English. If you could give me a hand with edit of that file I would really appreciate.
But still, are u sure that problem in GUI file ? As I said before I'm using 1 GUI for all characters and some of them have this bug and most of them - not.
Sure give me 5 minutes to make coffee and I will have it all typed up for you.

OK here it is .. I worked on it .. and I have clearly missed something due to my lack of coffee, as at present the scale isn't working as intended.
I will keep working on it shortly once I clear my head of the distractions going on today..
*Super fast 'Short Term' fix would be to make your Profile Read Only as it works for the first one you said.
Your Game UI information is in your
%appdata/local/swtor/swtor/settings/GUIProfiles...
Right Click your profile file and select properties and change to Read Only.

So I didnt change anything in this file except marked as Read Only. No luck.

I have a little update: I have 3 empty cartel market items at 1 row, near each other. When moving mouse over belt - tooltip is bugged (partially outside), when over 2 rest items chest, gloves - it's fine. It's randomly. Hate it so much and wanna get rid of it.
One more question: are u EA or Bioware employee or just a player ?

Lol, I feel for you I truly do.
I sir am just a pleb, a player just like everyone else; I just have more free time on my hands then most.
I have not forgotten about your problem.. and it did annoy me that when I moved the Chat/Dialogue wheel back when the interface editor was something of fairytales and dreams, I used those settings that I gave you.. now for whatever reason its not working for you now.
Things are crazy hectic for me at the mo, but I should get a moment of clarity hopefully within a few days and will tackle this problem more.
*But the Coffee Outages at 5am in the morning has me concerned about my prospects of making it to breakfast without killing someone.
