Double-Charged for Collections Unlock

I tried to unlock the Outlander Observer armor set in collections for 60cc, but the button never changed to let me claim it, so I tried again. I then saw in chat that I was charged twice and verified this by checking my cc in the cartel market. Is this a known bug? It shouldn't let you purchase an account-wide unlock twice, should it? Is there any way to recover my cc? I have screenshots, but I don't really want to share my character name with the public.
